India's capital Rises to Toxic Haze After Festival of Lights

Tuesday brought inhabitants of the world's most polluted city were faced with inhaling dangerously toxic air that fell into the "critical" range.

Extremely High Pollution Measurements

Multiple areas of Delhi registered an AQI over 500, which equals ten times the safe level recommended by the global health authority.

Particular areas, levels of toxic particulate matter reached peaks of eighteen hundred, amounting to 15-20x exceeding healthy standards.

Firecracker Prohibition and Recent Policy Shifts

Beginning in 2020, authorities had implemented a complete ban on the sale and use of pyrotechnics during the Festival of Lights due to their substantial impact to the dangerous pollution that engulfs the city as colder weather sets in.

Yet earlier this year, the current regional leadership approached the judicial authority to propose a relaxation of the restrictions.

The suggestion was allowing "environmentally conscious pyrotechnics" – previously doubted by conservation groups as being only roughly 30 percent lower impact – as a balance between "cultural practices and environment".

Court Ruling and Implementation

Despite concerns of environmental and health activists, the court approved the request, mandating that environmentally conscious fireworks could be used during limited periods throughout the festival.

During the celebrations, there was extensive disregard of the time restrictions across the city, with minimal monitoring regarding whether the fireworks being used were actually the eco-friendly type.

Several air quality sensors throughout Delhi showed air quality reaching highest levels around the night hours to some of the worst levels observed during the festival in at least the past three years.

Cross-Border Implications

The widespread use of firecrackers during Diwali also initiated a controversy with bordering Pakistan, with authorities in Pakistan's Punjab partially attributing deteriorating atmospheric conditions in Lahore on pollutants coming from India following the celebrations.

Long-Standing Pollution Problem

Extremely elevated readings of atmospheric toxins in the capital have persisted as a significant issue for over a decade and a half, with the situation continuing to worsen.

During Diwali, the concentration of hazardous particulate matter in the air has been observed to increase dramatically to 70% higher the peak levels ever measured in Beijing, which was previously viewed as the world's most polluted urban center.

Multiple Contamination Sources

The situation in the capital is caused by a combination of different contributors including transportation pollution, dust, development work, rubbish burning and smoke from farm burning in neighbouring regions of Punjab and Haryana.

In these regions, agricultural workers illegally ignite agricultural waste to expedite field preparation, creating hazardous smog that becomes contained over the capital as cooler air sets in.

Medical and Economic Consequences

The economic and health impact on the roughly thirty-three million people living in the capital region is substantial, according to various studies.

This pollution results in elevated rates of neurological, heart and circulatory and breathing disorders, and can result in oncological diseases.

Environmental contamination is calculated to be causing approximately 10k untimely deaths each year in the capital.
